PUBLIC • HEALTH
◾Development of palliative care and support for people at the end of life : Law no. 1.576 of 17 June 2025
Law no. 1.576 (JDM no. 8753 of 27 June 2025) creates a legal framework for the alleviation of suffering, the intervention of support associations, and institutes the declaration of end-of-life wishes.
◾Protection against smoking: Law no. 1.574 of 27 May 2025
Law no. 1.574 (JDM no. 8750 of 6 June 2025) adapts Monegasque legislation to changes in the tobacco market, including the reinforcement of protection for minors, the extension of places where smoking and vaping are prohibited, the ban on the manufacture, sale and distribution of disposable electronic cigarettes, etc.
◾Non-conventional practices contributing to well-being: Law no. 1.575 of 17 June 2025
Law no. 1.575 (JDM no. 8753 of 27 June 2025) introduces greater flexibility by authorising voluntary practice, subject to prior declaration, and one-off or occasional practice by practitioners from outside Monaco when the needs of the population are not being met.
◾Neonatal screening: Sovereign Order no. 11.270 of 11 June 2025
Sovereign Order no. 11.270 (JDM no. 8752 of 20 June 2025) introduces the obligation for doctors or midwives to systematically offer neonatal screening for 16 diseases to the newborn's legal representatives.

◾AMSF • Sanction procedure: Sovereign Order no. 11.242 of 30 May 2025
Sovereign Order no. 11.242 (JDM n° 8750 of 6 June 2025) inserts Articles 55 to 57 into Sovereign Order no. 2.318 implementing Law no. 1.362: recruitment of the Chairman of the sanction panel of the Autorité Monégasque de Sécurité Financière (AMSF), meetings of the sanction panel and guarantee of independence.
◾AMSF • Designation of a magistrate to preside over the sanction panel: Order no. 2025-12 of 12 June 2025
By Order no. 2025-12 of the Secretary of State for Justice, Director of Judicial Services (JDM no. 8753 of 27 June 2025), Mrs Aline GRINDA (BROUSSE), First Judge at the Court of First Instance, has been appointed President of the sanctions panel set up within the department responsible for sanctions at the Monegasque Financial Security Authority (AMSF).

◾Sale of seized or confiscated property: Ministerial Order no. 2025-313 of 16 June 2025
Ministerial Order no. 2025-313 (JDM no. 8752 of 20 June 2025) adds to Ministerial Order no. 2016-622 of 17 October 2016 as amended that decisions prior to the conclusion of the sale of seized or confiscated property give rise to administrative enquiries for the purpose of verifying that the natural persons or legal entities concerned by these decisions present appropriate guarantees and that their actions are not incompatible.

◾Appointment of two Councillors to the Court of Revision
Ms Laurence Caroline HENRY, Advocate General at the Economic and Financial Chamber of the French Court of Cassation, and Mr Yves MAUNAND, Honorary Senior Adviser at the French Court of Cassation, were appointed Councillors at the Monegasque Court of Revision with effect from 1st July 2025, respectively by Sovereign Order no. 11.246 and no. 11.247 of 2 June 2025 (JDM no. 8750 of 6 June 2025).

FAMILY
◾Bill no. 1106 on the promotion and supervision of alternating residence for children of separated parents (vote)
Bill no. 1106, passed on 18 June, enables the guardianship judge to arrange alternating residence for a child between separated parents, even without their agreement, where this is in the child's best interests.
CRIMINAL
◾Draft law no. 266 introducing the guilty plea and penal agreement procedures (conversion into a bill)
The Government has decided in favour of converting parliamentary draft law no. 266 into a bill to be tabled by 6 June 2026 at the latest.
IT
◾Bill no. 1093 amending various digital provisions (vote)
Bill no. 1093, passed on 18 June, develops Monaco's digital legal framework, harmonised with European standards (trust services, liability of service providers, data intermediation, digital identity wallet, etc.). It deals with various other aspects such as the de-indexation of individual administrative acts, the digitisation of all securities, etc.
GUARANTEE • ASSETS
◾Bill no. 1102 amending article 4 of Ordinance-Law no. 676 of 2 December 1959 on the pledging of motor vehicles, as amended (vote)
Bill no. 1102, passed on 18 June, enshrines the principle of retroactivity of the registration of the pledge of a motor vehicle to its date of registration in order to strengthen the legal certainty of the creditor.
◾Draft law no. 268 on the Monegasque Patrimonial Foundation (vote)
Draft law no. 268, adopted on 18 June, aims to create the "Fondation Patrimoniale Monégasque", in order to provide Monaco with a competitive legal vehicle to ensure the preservation of assets and the transfer of inheritance.
◾Draft law no. 269 relating to fiducie (trust) (filed)
Draft law no. 269, filed on 11 June, envisages the introduction into Monegasque law of the fiducie-gestion (management trust) and the fiducie-sûreté (security trust), tools (under civil law) for organising assets and guaranteeing debts.

◾Bill no. 1109 relating to the judicial reserve and amending various provisions relating to the appointment of magistrates to administrative bodies (filed)
Bill no. 1109, filed on 18 June, aims to strengthen the judiciary through the recruitment of reservist magistrates, to adapt the rules for appointing the chairman of the sanction panel of the Monegasque Financial Security Authority (AMSF) and the director of the Seized and Confiscated Assets Management Service.
◾Bill no. 1110 amending Law no. 1410 of 2 December 2014 on the protection, autonomy and promotion of the rights and freedoms of people with disabilities (filed)
Bill no. 1110, received by the Parliament on 25 June, reviews financial aid and access to disabled status after the age of 60, provides greater protection for family carers, and and improves appeal channels related to the assessment and guidance of people with disabilities.
◾Draft law no. 265 establishing a (town planning) development master plan (conversion into a bill)
The Government has decided in favour of converting draft law no. 265 into a bill to be tabled by 5 June 2026 at the latest.
◾Draft organic law no. 270 on budget laws (vote)
Draft organic law no. 270, adopted on 18 June, aims to modernise the framework for public finances: clarifying concepts, streamlining procedures and increasing budget transparency.

The Personal Data Protection Authority (APDP) has launched its virtual assistant for information on personal data protection and security in Monaco, accessible via its website https://apdp.mc/ (Chat, free questions and list of frequently asked questions). "Céos" can respond in French, English and Italian.

◾AMSF • Practical Guide "Beneficial Ownership and Complex Structures"
On 11 June 2025, the Monegasque Financial Security Authority (AMSF) published its Practical Guide #5 - Beneficial Ownership and Complex Structures, which provides professionals subject to Law no. 1.362 with detailed guidance on the interpretation and implementation of the identification and analysis obligations.
◾DDE • New form B1 "Declaration relating to Beneficial Owners - Companies and GIE"
The new version of form B1 "Declaration relating to Beneficial Owners - Companies and GIE" (Economic Interest Groups) together with its instructions for use, have been available on the website https://monentreprise.gouv.mc (Declare a Beneficial Owner).
◾FATF • MONEYVAL: measures as part of the action plan following grey-listing
Monaco's first progress report was presented at the joint FATF-MONEYVAL Plenary on 12-13 June. On 18 June, the meeting of the Coordination and Follow-up Committee for the National Strategy addressed the next deadlines of the monitoring procedure by the ICRG Group, the future MONEYVAL evaluation, Monaco's placement on the EU list and legal developments (AMSF sanction procedure, Bill no. 1109, Draft law no. 266).

◾IMSEE: "Monaco in Figures" 2025
The Monegasque Institute of Statistics and Economic Studies (IMSEE) has put its annual collection of statistics online: Monegasque territory and specific features; major demographic trends; structure of the labour market; economy; public life and institutions (operations, diplomacy, security and justice, research); lifestyle (mobility, housing, education, health, social action, culture, sport).
INTERNATIONAL
◾Coperation between Monaco and France: environment, customs
On the occasion of the State visit by the President of the French Republic to the Principality of Monaco, and in conjunction with the Blue Economy and Finance Forum (BEFF) (Monaco, 7-8 June) and the 3rd United Nations Ocean Conference (UNOC3) (Nice, 9-13 June), the Charter on Sustainable Cruising in the Mediterranean 2025 and an amendment to the Customs Convention of 18 May 1963 (exchange of information) were adopted. Monaco also joined the Space4Ocean Alliance.
