◾Mutually agreed termination and other changes concerning employment contracts
Law No. 1.583 of 2 December 2025 (JDM No. 8777 of 12 December 2025) introduces the conventional termination ("rupture conventionnelle") of permanent employment contracts ("CDI") as of March 2026, and updates several rules of labour law in the private sector: supervision of the probationary period, the duration and notification of the notice period or leave period, remuneration for overtime worked by part-time employees, etc.
Ministerial Order No. 2025-715 of 24 December 2025 implements Articles 3 and 6 of Law No. 1.583: mandatory information, template (Appendix), application for approval of the termination agreement.
◾Revaluation of the S.M.I.C. and minimum remuneration for apprentices as of 1 January 2026
Circulars No. 2025-12 and No. 2025-13 of 19 December 2025 (JDM No. 8779 of 26 December 2025) list the new S.M.I.C. (minimum interprofessional growth wage) scales (+1,18%). For those aged 18 and over, the gross hourly rate has increased (from €11.88) to €12.02, representing a gross monthly salary of €2,031.38 (for 39 hours per week, or 169 hours per month).
Similarly, Circular No. 2025-114 of 19 December 2025 lists the revised minimum wage scales for apprentices bound by an apprenticeship contract.
Minimum wages must be increased by an exceptional allowance of 5% of their amount (Article 2 of Ministerial Order No. 63-131 of 21 May 1963 setting minimum wage rates).
TAX • International Cooperation
The following regulatory texts transcribe the updates to international instruments and Monegasque law in accordance with the consolidated text of the standard for the automatic exchange of financial account information established by the Organisation for Economic Co-operation and Development (OECD) in 2022/2023 (Common Reporting Standard, hereinafter "Consolidated CRS"):
◾Addendum to the Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information (CRS MCAA)
Sovereign Order No. 11.639 of 27 November 2025 (JDM No. 8776 of 5 December 2025) renders enforceable, as of 1 January 2026, the Addendum to the CRS MCAA providing for additions to the information to be exchanged concerning reportable accounts in accordance with the consolidated CRS.
◾Amending Protocol to the Agreement between the EU and Monaco on the exchange of information on financial accounts of 13 October 2025
Sovereign Order No. 11.682 of 4 December 2025 (JDM No. 8778 of 19 December 2025) renders the Amending Protocol to the Agreement between the European Union and the Principality of Monaco enforceable as of 1 January 2026 in order to bring it into line with the consolidated CRS and update the data protection regime.
◾Amendment to the regulatory text implementing international instruments governing the exchange of information on financial accounts
Sovereign Order No. 11.683 of 4 December 2025 (JDM No. 8779 of 26 December 2025) amends Sovereign Order No. 6.208 of 20 December 2016 implementing the Convention on Mutual Administrative Assistance in Tax Matters, the Multilateral Agreement between competent authorities (CRS MCCA) and the Agreement between the EU and Monaco, with a new Annex transcribing the consolidated CRS.
◾Updated list of jurisdictions subject to reporting requirements and partners in the automatic exchange of financial account information
Ministerial Order No. 2025-665 of 5 December 2025 (JDM No. 8778 of 19 December 2025) updates, with effect from 1 January 2026, the list of jurisdictions to which Monaco communicates information and partner jurisdictions that have undertaken to communicate information to Monaco, adding Uganda, Rwanda and Senegal, with the rest remaining unchanged.
INTERNATIONAL ORGANISATION
◾Addendum to the Seat Agreement with the International Atomic Energy Agency (IAEA)
Sovereign Order No. 11.638 of 27 November 2025 (JDM No. 8776 of 5 December 2025) gives effect to the Amendment signed on 27 November 2024 to the Seat Agreement of 17 October 1986 relating to the IAEA Marine Environment Laboratories (whose activities are devoted mainly to the study of marine radioactivity, pollution, climate change and their effects on the seas, oceans and marine organisms), as well as the privileges and immunities of the IAEA on the territory of the Principality.

◾Organisation of civil security
Law No. 1.584 of 12 December 2025 (JDM No. 8778 of 19 December 2025) modernises civil security by redefining its objectives and missions, clarifying crisis response plans, creating the interministerial GEVIM plan and imposing new planning obligations on essential operators.
◾Compulsory vaccinations
Law No. 1.585 of 12 December 2025 (JDM No. 8778 of 19 December 2025) makes several previously recommended vaccinations compulsory for children born on or after 1 January 2026 and removes the obligation for the entire population to be vaccinated against tuberculosis.
Sovereign Order No. 11.702 of 18 December 2025 (JDM No. 8778 of 19 December 2025) accordingly updates Sovereign Order No. 5.408 of 5 August 1974 implementing Law No. 882 of 29 May 1970 on compulsory vaccinations, as amended.
◾Amount of fees for administrative documents drawn up or issued by the Vehicle Registration Department
Ministerial Order No. 2025-709 of 22 December 2025 (JDM No. 8779 of 26 December 2025) amends Ministerial Order No. 2012-682 of 15 November 2012 setting the rates for private individuals (registration, annual renewal of the registration certificate, technical inspection, driving licence), professional rates (registration, registration reserved for automotive professionals, annual renewal of the registration certificate, technical inspection, professional licences and transport), and miscellaneous rates (sending of licence or number plate, special number plate for collectors, certificate, etc.).
◾Appointment of the Director of the Seized or Confiscated Assets Management Service
By Sovereign Order No. 11.675 of 4 December 2025 (JDM No. 8777 of 12 December 2025), Mr. Richard DUBANT, former magistrate of the judicial order, was appointed Director of the Seized or Confiscated Assets Management Service, effective 14 November 2025.
LEGISLATIVE WORK
PROFESSION
◾Draft law no. 275 on professional journalists
Draft law no. 275, adopted in public session on 9 December, aims to create a legal framework for the professional recognition of journalists (rights, guarantees, ethical duties) via a Monegasque press card issued by an independent commission. Before 12 June 2026, the Government must decide whether to continue or interrupt the legislative process.

◾Proposed resolution by the Parliament aimed at strengthening the effective application of national priority
Proposed resolution no. 35, adopted on 9 December, recommends measures to guarantee Monegasques priority access to public and private sector jobs in accordance with Article 25 of the Constitution.

◾APDP • Opinion on Bill No. 1087 concerning the use of remote biometric identification of persons wanted or reported in places accessible to the public
Deliberation No. 2025-022 of 10 December 2025 sets out the opinion of the Personal Data Protection Authority (APDP), consulted by the President of the Parliament on Bill No. 1087, tabled on 19 December 2023 and currently being examined by the Legislation Committee.
◾Meeting of the Coordination and Monitoring Committee for the National Strategy to Combat Money Laundering, the Financing of Terrorism and Proliferation, and Corruption (AML/CFT-P-C)
The two colleges of the Committee (including representatives from the private sector) met on 4 December. The following topics were discussed: the monitoring process by the FATF's International Cooperation Review Group (ICRG) with Monaco's third progress report and the next steps; the future evaluation of the Principality by the MONEYVAL Committee; the third national risk assessment (Press release of the Prince Government of 16 December 2025).
ADMINISTRATIVE
◾Online application for a certificate of residence for administrative purposes
Since 18 December 2025, adult residents of Monaco have been able to apply online for a certificate of residence for use in administrative procedures (Monegasque authorities, embassies and consulates, private organisations, social security funds, etc.). The paper version (requested at the Residents Section counter with the prior purchase of a fiscal stamp) remains valid (Press release from the Prince Government of 18 December 2025).
INTERNATIONAL • Environment
◾Participation of Monaco in the 24th Meeting of the Contracting Parties to the Barcelona Convention (COP24)
Monaco participated in COP24 of the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Press release from the Prince Government dated 19 December 2025), which was held from 2 to 5 December 2025 in Cairo (Egypt) under the auspices of the United Nations Environment Programme (UNEP), and celebrated the anniversary of the Mediterranean Action Plan (MAP) created in 1975 and the Convention adopted in 1995.
◾Participation of Monaco in the 34th Assembly of the International Maritime Organization (IMO)
Monaco participated in the 34th IMO Assembly, which took place from 24 November to 3 December 2025 in London (Press release from the Prince Government dated 3 December 2025). The IMO elected its new Council for 2026-2027, adopted its budget and work programme, and approved strategic guidelines, particularly for the decarbonisation of maritime transport.
