2025 Annual Report of the Monegasque Financial Security Authority (AMSF)

SUMMARY

The 2025 Activity Report (96 pages, bilingual French/English) of the Monegasque Financial Security Authority (AMSF) on the fight against money laundering, terrorist and proliferation financing (AML/CFT-P), published on 4 September 2026, highlights:

  • the sharp acceleration in the AMSF’s growth (human resources, remit, sanctions, digital modernisation);
  • the Monegasque Public-Private Partnership (training for compliance officers, provision of information and guidance documents, meetings, webinars, discussions on drafting internal procedures and in connection with the distribution of the STRIX questionnaire);
  • the increase in suspicious activity reports (quality, turnaround times, number – particularly in the non-financial sector – up by +9.5 per cent to 1,479 reports);
  • the priority given to prevention (805 formal notices issued for 166 sanctions imposed, with a compliance rate of over 80 per cent);
  • the strengthening of national cooperation (General Prosecutor's Office with a 59 per cent increase in reports forwarded, Investigating Judges, Public Security Directorate);
  • a strong commitment to international cooperation (EGMONT Group, FATF assessment process, MONEYVAL, other Financial Intelligence Units (FIUs): Switzerland, Gibraltar, Luxembourg, TRACFIN, particularly regarding the risks inherent in crypto-assets and best practices for the exchange of intelligence).
