Principles and rules governing the ethics, professional conduct and compliance of Members of the Sovereign House (Sovereign Decision dated 18 June 2026)

Sovereign Decision dated 18 June 2026 (JDM No. 8804 of 26 June 2026) establishes the principles and rules governing the ethics, professional conduct and compliance of Members of the Sovereign House.

Any matters relating to professional conduct that are not expressly governed by the Sovereign Decision of 10 December 1982 establishing the status of members of the Sovereign Household are governed, by way of derogation from Article 4 of the Sovereign Decision of 10 December 1982, by the provisions of the Sovereign Decision of 18 June 2026.

This measure forms part of the 2026–2028 Strategy to Combat Corruption in Senior Executive Functions within the Principality of Monaco, implementing the recommendations of the Council of Europe Group of States against Corruption (GRECO) as part of the 5th evaluation round on the theme of "Prevention of corruption and promotion of integrity within central governments (senior executive positions) and law enforcement agencies" (GrecoEval5Rep(2023)8).

SUMMARY

Sovereign Decision dated 18 June 2026 apply to members of the Sovereign House serving in the following capacities:

  1. Secretary of State
  2. Director or Head of the Sovereign Cabinet
  3. Adviser, or any other senior position involving management, policy development or inspection within the Sovereign Cabinet
  4. Adviser, Special Adviser, Private Adviser or First Adviser to the Sovereign
  5. Mission manager
  6. Administrator of the Sovereign Property.

Content of the Sovereign Decision:

  • disclosure obligations requiring the submission of declarations of assets and declarations of interests;
  • measures to prevent conflicts of interest;
  • transparency in dealings with lobbyists and other influential third parties;
  • receipt of gifts and benefits in connection with the performance of official duties, which must not be solicited;
  • pursuit of private sector activities by former members of the Sovereign House.
