New list of countries at high risk of money laundering, terrorist financing or corruption (Ministerial Order No. 2025-530 of 3 October 2025)

Ministerial Order No. 2025-530 of 3 October 2025 (JDM No. 8773 of 14 November 2025) amends the list of States or territories whose anti-money laundering, terrorist financing or corruption control mechanisms have strategic deficiencies, as referred to in Article 14-1 of Law No. 1.362 of 3 August 2009, as amended, and established by Ministerial Order No. 2021-703 of 8 November 2021, following the placement decisions of the Financial Action Task Force (Joint FATF-MONEYVAL Plenary of 12-13 June 2025) and the European Union list (of 10 June 2025).

New Monegasque list: Afghanistan, Algeria, Angola, Bolivia, Bulgaria, Burkina Faso, Cameroon, Democratic Republic of the Congo, Democratic People's Republic of Korea, Côte d'Ivoire, Haiti, British Virgin Islands (United Kingdom), Islamic Republic of Iran, Kenya, Lao People's Democratic Republic, Lebanon, Mali, Mozambique, Myanmar/Burma, Namibia, Nepal, Nigeria, South Sudan, Syria, Tanzania, Trinidad and Tobago, Vanuatu, Venezuela, Vietnam, Yemen.

Additions to the Monegasque list: Bolivia, British Virgin Islands (United Kingdom).

Removals from the Monegasque list: Barbados, Croatia, United Arab Emirates, Gibraltar, Jamaica, Uganda, Panama, Philippines, Senegal.
