Ukraine ● 17th European Union sanctions package, national list for freezing funds and economic resources (May 2025)
Objectives of the 17th EU sanctions package
"This package aims to further restrict Russia's access to battlefield technologies and cut revenues from Russian energy imports by targeting an unprecedented number of vessels from Russia's shadow fleet. The package also expands the number of individual and entity listings. Moreover, it prolongs an existing exemption from the oil price cap for the Sakhalin-2 project to ensure Japan's energy security." (European Commission press release of 20 May 2025).
Freezing of funds and economic resources
The 17th package of sanctions includes new entries in the EU list, which Monaco has included on the national list for the freezing of funds (133 new entries) pursuant to Sovereign Order 8.664 of 26 May 2021, as amended:
- Ministerial Decision 2025-41 of 21 May 2025: 75 new entries (17 persons and 58 entities) from Implementing Regulation 2025/933 of 20 May 2025 concerning violations of the territorial integrity of Ukraine; 1 entry (natural person) updated (identifying information and reasons for listing) from Implementing Regulation 2025/968 of 20 May 2025 concerning destabilising activities carried out by Russia;
- Ministerial Decision 2025-40 of 20 May 2025: 28 new entries (natural persons) from Implementing Regulation 2025/958 of 20 May 2025 concerning the situation in Russia; 3 new entries (entities) from Implementing Regulation 2025/959 of 20 May 2025 concerning chemical weapons; 27 new entries (21 natural persons and 6 legal entities) from Implementing Regulation 2025/965 of 20 May 2025 concerning destabilising activities carried out by Russia.
