Aid for photovoltaic electricity production: changes to the regulations

Ministerial Order no. 2025-171 of 31 March 2025 (JDM no. 8741 of 4 April 2025) introduced changes to the regulations governing aid for the production of photovoltaic electricity ("aide à la production d'électricité photovoltaïque") with effect from 5 April 2025.

For the record, Ministerial Order no. 2021-412 of 7 June 2021 relating to aid for the production of photovoltaic electricity (JDM no. 8542 of 11 June 2021), which came into force on 12 June 2021, introduced aid for the production of photovoltaic electricity into the Environment Code (Part Three - Ministerial Orders, articles A. 172-2 to A. 172-2-5).

Aid may be granted to:

• natural or legal persons with the status of photovoltaic electricity producer (this may include : a) the owner of the building on which the electricity-generating facility is located; b) the managing agent or representative of the co-owned building c) the agent of the joint ownership in the event of multiple owners subject to this system; d) a tenant of the building acting with the agreement of the owner of the building; or e) the third-party investor who has entered into a contract for the installation and operation of a photovoltaic facility)
• who can demonstrate that they are operating a photovoltaic installation in Monaco with a unit installed capacity of 3 kWp (kilowatts peak) or more.

Changes to the regulations

→ Bonuses

Aid for the production of photovoltaic electricity is now made up of two separate bonuses:

• premium ("prime") set in proportion to the electricity produced by the installation, whether the electricity is self-consumed, or fed into the Monegasque distribution network, or both (reprise) ;(reprise) prime fixée au prorata de l'électricité produite par l'installation, que l'électricité soit autoconsommée, ou qu'elle soit injectée dans le réseau de distribution monégasque ou les deux (reprise) ;
• (new) additional premium for the implementation of architectural and landscape integration measures for the photovoltaic installation, awarded in proportion to the power of the installation and its profitability. "Architectural and landscape integration measures" are defined as “all the technical or vegetation solutions aimed at integrating the installation into its environment in order to limit as far as possible or compensate for the impact on architecture, built ensembles, the landscape and biodiversity”.

Buildings in the public or private domain of the State are not eligible for this aid.

→ Calculation of the amount of aid for photovoltaic electricity production

• (deleted) Previously, the calculation differed between non-building-integrated installations (the amount of aid was calculated per kWh of electricity produced multiplied by the initial aid rate set at 0.36 euros excluding VAT) and other cases (the amount of aid was calculated per kWh of electricity produced multiplied by the initial aid rate set at 0.53 euros excluding VAT).
• (new) The amount of aid is now calculated indiscriminately per kWh of electricity produced multiplied by the aid rate set at €0.3 excluding VAT, which is revised on 1 November each year and communicated to the electricity distributor by the Direction de l'Environnement.

→ Calculation of the amount of the premium for the architectural and landscape integration of the photovoltaic installation

• (new) The amount of the additional premium is calculated on the basis of the power of the installation in Wp (watt-peak) and its profitability over 15 years. It is determined by the Direction de l'environnement to enable the photovoltaic electricity producer to obtain a maximum discounted internal rate of return for the installation of 7.5%, based on a discount rate of 1.5% per year.
• The maximum amount of the premium is €2/Wp.

→ Obtaining payment agreement

• Support for the production of photovoltaic electricity is granted, subject to the payment agreement ("accord de versement") being obtained, for 15 years from the date on which the installation is commissioned, determined following the signing of the metering service contract ("contrat de prestation de comptage") or the metering certificate ("attestation de comptage").
• (new) The payment agreement must be requested from the Environment Department within a maximum of 6 months from the date on which the installation is commissioned.
