New list of countries at high risk of money laundering, terrorist financing and proliferation (April 2024)

Ministerial Order no. 2024-217 of 15 April 2024 (JDM no. 8691 of 19 April 2024) amending Ministerial Order no. 2021-703 of 8 November 2021, updates the list of States or territories whose systems for combating money laundering, terrorist financing or corruption are strategically deficient (high-risk States or territories: ETHR) pursuant to article 14-1 of Law no. 1.362 of 3 August 2009 (enhanced due diligence), following the decisions of the FATF and the European Union.

Added to the national list of ETHR: Kenya, Namibia.

Removed from the national list of ETHR: Jordan, Cayman Islands.

Barbados, Gibraltar, Uganda and the United Arab Emirates, which were removed from the FATF list but remain on the European Union list, are retained on the national list.

FATF : Decision to place Kenya and Namibia on the list of jurisdictions under heightened surveillance taken by the Financial Action Task Force at its plenary meeting from 21 to 23 February 2024 and the removal from the said list of Barbados, Gibraltar, Uganda and the United Arab Emirates, countries which nevertheless remain on the European Union list (and therefore remain on the Monegasque list).
